Microsoft has announced Win 7 as a BETA for now, and hasn’t told anything about final release date. So we can use beta for now which will be valid up-to 15th August 2009 after activation.
No need to install Vista or any other OS before installing Win 7. Just see hardware requirements of Win 7 and enjoy.

  2. Official release is expected late 2009 or early 2010.
The Beta is out currently with the Release Candidate expected in early May.
No it doesn’t require Vista to install, but they haven’t announced pricing yet to know if you may be eligible for upgrade pricing from XP, for example.
If you want to do an upgrade rather than a fresh install, you would have to upgrade from XP to Vista, then from Vista to Windows 7. It would be a lot wiser (and faster) to simply do backups in XP then fresh install Windows 7, however.
Anyway, I wouldn’t look for Windows 7 until this fall at the earliest, but I’d look for more to be known and publicly announced by this summer.

As of now it does not have an official release date for the stable OS however there are already BETA versions that have been released.
