If you negotiate a volume license agreement, or purchase MSDN/Technet, then it can be multiple (VL depends on how many licenses you buy, MSDN 20).
If you buy single consumer/small business version then it will be 1.
+Unless there is a major change in Microsoft’s thinking, operating systems are one license per computer.
